I recommend using something that has very? little stretch, as it is easier to sew in non stretchy fabric. The more stretch, the more the fabric will move around, which makes it a bit tricky to pin and sew.
If you use all elastic fabric for the dress, sure. But? not with the kind of fabric that I’m using here. It would be impossible to pull the dress over my head. But hey, elastic is good!
Hey couldn’t I add some shirring to the top and an elastic waist band? where the top meets the skirt, instead of a zipper? It would be a little more forgiving and comfy right?

I think I bought like? 1.5 meters of fabric (which I think is like 1.64 yards) and then cut pieces based on my personal measurements.

About twice as much is good. If you? want big folds, go for even more, but twice as much works fine.
